长期以来，小学生在课后、在家里必须完成一定数量的课外作业被看作是天经地义不容指摘的事情。然而在实施创新教育的今天，这个问题有重新审视的必要。教育，是以心灵影响心灵的工程，是与任何强迫无缘的。课程方案明确规定，课余时间应由学生自主支配，学校和教师不得占用，课堂教学任务应当在40分钟内完成。那么，教师布置强制性课外作业有什么法理依据？成年人八小时之外可以尽情地休息，有什么理由剥夺学生的课余时间？课余时间都被各科作业瓜分干净，还谈什么自由主动的发展？
